How PASO strengthened statewide parent leadership through community-centered learning design

The Challenge

Community Works Collective partnered with PASO to design a learning system that honored community knowledge while making learning more usable and scalable.

Rather than introducing a new program, we focused on:

  • Synthesizing existing materials into clear learning pathways

  • Organizing content around real leadership journeys, not abstract topics

  • Supporting facilitators with tools and guidance they could adapt locally

Our work centered parent voice, cultural relevance, and practical application—ensuring learning felt grounded in lived experience, not imposed from above.What We Built

Together with PASO, we:

  • Mapped core leadership competencies across parent engagement, advocacy, and systems change

  • Designed modular learning pathways that could be used flexibly across regions

  • Created facilitator-friendly structures that supported peer learning and reflection

The result was a shared framework that brought consistency without sacrificing local autonomy.
